According to the public data of the project, the garment industrial park was jointly invested and developed by Shaanxi Wenzhou Chamber of Commerce, Shaanxi Garment Association and Shaanxi Chuangyuan Industrial Group.

The industrial park is also a key construction project in Xi'an and Linyi Districts. The overall plan of the project is 1000 mu, with a total investment of 3 billion yuan. Small and medium-sized garment enterprises gather and develop their industries, and improve the integration of the garment industry chain. It is estimated that after the project is put into production, the annual output value will reach 5 billion yuan and more than 30,000 jobs will be provided.

According to the official website of the Garment Industry Park, the industrial park consists of a center and four bases. One center is the business office and living service center; the four bases are the raw material distribution center, garment manufacturing and processing area, clothing wholesale transaction area, logistics distribution area, and are committed to become the largest clothing business center in the northwest region. At that time, it will realize modern service functions such as garment textile manufacturing, garment accessories, warehousing and logistics, large-scale wholesale and retail market and leisure shopping. However, nearly one year after the project was started, the investment promotion project in the local tourism and trade development zone has not yet obtained land procedures and has not obtained relevant construction approvals.

According to local media reports, on August 19, 2015, the Garment Industry Park was officially launched. At the groundbreaking ceremony, the investor represented Liu Wenbao, chairman of Shaanxi Chuangyuan Industrial Group, saying that the establishment of the clothing industry park has always been his dream.

It is understood that as a Wenzhou native who came to Shaanxi in the 1980s and 1990s, Liu Wenbao started his career in processing clothing in Lijiacun Clothing City, Beilin District, Xi'an, and later founded the idea of ​​establishing a garment enterprise industrial real estate project. That is to say, it develops standard factory buildings, apartments and other projects in the park, and then attracts small and medium-sized garment enterprises to settle in the form of sale and rental. The standard garment factory built in the industrial park has 50 years of full property rights. At present, several Wenzhou merchants have signed up to settle in. At the same time, in addition to the traditional financial platform, manpower platform, marketing platform, brand incubation platform, logistics platform, etc., the park will also build a unified online mall, through the e-commerce platform, to help brand businesses open up the global e-commerce sales chain.

Multiple violations of the local "default"?

The reporter's field investigation found that the above-mentioned garment industrial park, which covers an area of ​​1,000 mu and has occupied 300 mu in the first phase, is actually a large-scale market project covering industrial plants, commercial real estate and hotel apartments. If you look at it from another angle, the garment industry park is actually a transformed “real estate project”.

However, the industry believes that the land use nature of the above-mentioned garment industry park is industrial land. The land use period of the standard factory buildings and commercial real estates sold and leased by the above-mentioned garment industry parks may be 50 years of industrial land. However, its industry is not an industrial project, because it is a mixed real estate project, and even if it is set up by small and medium-sized garment enterprises in production and processing, it is not an industrial enterprise in a strict sense. In fact, our reporter confirmed from the Linyi branch of the Xi'an Municipal Bureau of Land and Resources that the above-mentioned clothing industry park was suspected of failing to approve the first-mentioned violations, but the regulations department of the bureau said that because the relevant land is going through the procedure, it has not been punished. Another problem is that the industrial park is advertised as 1,000 mu, and its follow-up projects are actually occupied as a whole with the first-phase project. If the follow-up project is to go through the land formalities in the future, its “reformation to zero” land acquisition method will also be suspected of violating the regulations. .

Our reporter learned from the above-mentioned China Merchants Center that the first phase of the industrial park has capped 100,000 square meters of standard factory buildings and other projects. However, as of this reporter's field visit on May 30, the industrial park did not obtain key approval documents such as state-owned land use certificates and construction project permits, and has been accused of being unapproved. However, through the reporter's visit to the administrative department of Linyi District Tourism and Trade Development Zone, the relevant departments were also suspected of “overprotection” of the key projects, and “default” violations did not act.

In addition, through the inquiry of the national enterprise credit system, the above-mentioned garment industry park operation company Shaanxi Chuangyuan Industrial Development Co., Ltd. was established in 2009. The initial registered capital was only 20 million yuan. After several capital increases, the registered capital is currently 122 million yuan. In addition to three natural persons Liu Wenbao, Lin Wenxuan, Chen Yingpan, and a legal person shareholder is Xi'an Linyi District Economic and Technological Development Company. When the reporter contacted the company to learn about the related issues, the above-mentioned people in the China Merchants Center said that the company leaders could not be contacted.

The industrial and commercial registration information also shows that Xi'an Linyi District Economic and Technological Development Company is a state-owned enterprise mainly engaged in real estate development and industrial community construction under the Xi'an Linyi Tourism Business Development Zone Management Committee.
