When Trump campaigned for the US president, he threatened to stop participating in the TPP. The textile extension said that the TPP has strict regulations on the origin of raw materials. If the future TPP is no longer carried out, it will return to the original bilateral and multilateral trade negotiation mode. Said the bondage is relaxed.

Nicole Collison, former deputy negotiator of the US Trade Representative Office and head of the DC Office of the US ST&R Office, was invited by the Textiles Association to come to Taiwan. Today, he participated in the seminar on “According to the Brand Employment and the US Presidential Election” meeting.

Collison said that the mainland-led Regional Comprehensive Economic Partnership Agreement (RCEP) may replace the Trans-Pacific Partnership (TPP) in the future, and some of her clients told her after the US election that it might focus on RCEP in the future, after all, within the RCEP area. It accounts for 40% of global trade, with a population of 3 billion, and the scope of RCEP is not as comprehensive as TPP, and it is not difficult. It is relatively easy for Taiwan.

For example, Collison believes that her customers can control the tariffs of goods imported from the mainland and other countries to the United States. However, trade barriers are troublesome. If there is no TPP in the future, it is necessary to pay more attention to multilateral or Bilateral trade negotiations are a priority.

According to Yang Xiaoqin, deputy secretary-general of the Textile Extension Association, the tightest constraint of the TPP on the Taiwan textile industry is “Yarnforward”, which means that it is duty-free to produce in the TPP member countries from the beginning of the yarn, but Taiwan It is not a TPP member country, so the fabrics and yarns made in Taiwan are exported to the TPP member council for high tariffs.

Yang Xiaoqin pointed out that if the future TPP is no longer going on, it will not be bad for the textile industry. Because it was previously limited by the TPP “starting from the yarn”, the export of Taiwan raw materials to the processing areas in Southeast Asia, especially the value of Taiwan’s textile exports. The largest (about 22%) of Vietnam has lifted Vietnam's restrictions on TPP and is unable to purchase high tariffs on yarns or fabrics from Taiwan.

She said that compared with the TPP, RCEP is more lenient for the country of origin, as long as the regional value ratio is reached; although Taiwan is still not a RCEP member country, it will be helpful to Taiwan's textile industry once it has the opportunity to join in the future. The textile industry can still regard RCEP as a big market.
